No ceasefire until the soldiers are released
That's Condoleeza Rice's new way of prolonging Israel's destruction of Lebanon.
It's like saying, there will be no ceasefire until the fighting stops. A ceasefire is supposed to be a way in to negotiations and a solution of the roots of the problem. It's not a sweet that you can hand out to kids who behave well.
Get back on the plane Rice.
A ceasefire is not a necessary condition to enter into negotiations. There must be negotiations that lead to a solution that meets the needs of both Israel and Lebanon before a ceasefire can be called. The negotiations must ignore the needs of the Hezbollah.

I think it's very difficult to hold negotiations on a long and enduring peace that would certaainly involve territorial issues (or should). Most wars have involved ceasefires, negotiations, resumption of hostilities when they fail, ceasefire, negotiations, etc.
The only one I remember NOT involving that was the IRA business in Northern Ireland where only ONE side had to lay down their arms before negotiations could start.
Who thought that up? Oh - Great Britain - surprise surprise.
